NOTICE OF TWO PUBLIC HEARINGS & MEETING   Notice is hereby given that the Taylor County Commissioners’ Court will meet on Tuesday, September 28, 2021 at 9:00 a.m. in regular session following two public hearings in  the Commissioners’ Courtroom, Taylor County Plaza (3rd floor) 400 Oak Street, Abilene, Texas, to consider the following items:    1.          Call meeting to order
